Zoom Lecture: Rule of Law Construction and Governing the Country according to Rule of Law in China

 

On 25th May 2022, the China-CEE Institute invited Prof. MO Jihong, the director and Professor of Institute of Law, CASS and the Honorary President of the International Association of Constitutional Law, to deliver a lecture entitled “Rule of Law Construction and Governing the Country according to Rule of Law in China”. Dr. MA Jinxing, Project Manager of China-CEE Institute, moderated this lecture.

The plan to build the rule of law in China (2020-2025) states that the rule of law is a hallmark of human civilization’s progress, as well as the basic way of governance. Prof. MO introduced the history of theory and practice of the rule of law construction and governing the country according to the rule of law in China in the past ten years, the relationship between Xi Jinping Thought and rule of law in China, and discussed the direction of the path of socialist rule of law construction with Chinese characteristic and the role of the rule of law construction in promoting the modernization of state governance and social governance. In this Lecture, Prof.MO made analysis of the objectives of supervision of the exercise of power, full protection for the legitimate rights and interests of the people and the establishment of faith in the rule of law. Finally, he concluded that Rule of Law, as a systematic project, was not only one value but also a policy to govern the country. Rule of Law has a strong subjectivity which shows the nature of the subject who has the right to say the rule of law, it should be developed based on the concrete historical and social conditions.

The lecture lasted about One and a half hours in total. During the Q&A session, the participants posed several questions about the understanding of rule of law in China, the influence of China’s legal concepts, next steps for the Rule of Law Construction, etc.
