Lecture“17+1 Cooperation under New Circumstances: Progress and Challenge” by Liu Zuokui, in China-CEE Institute

On 23rd July 2019, Professor Liu Zuokui delivered a lecture at China-CEE Institute. The title of the lecture is“17+1 Cooperation under New Circumstances: Progress and Challenge”. His lecture consists of three parts: how to assess 17+1 cooperation by indicators, how to theorize 17+1 cooperation and how China understands the CEE.

First, he approaches the assessment through local cooperation, special platforms, think-tank cooperation and investment risk between China and CEE. Second, he argues that practice theory, public goods theory, pragmatic institutionalism, inclusive or open regionalism and the great power diplomacy with Chinese characteristics, are possible tools for analyzing 17+1. Finally, he elaborates the Chinese understanding towards CEE, as depending economy, emerging economy, small and medium open economy, and transition economy.

Professor Liu Zuokui is Director of the Department of Central and Eastern European Studies, Institute of European Studies, Chinese Academy of Social Sciences, and Secretary-General of the China-CEEC Think Tanks Network.
